Why do we have to use the here since French is a proper name?

I cannot guess the meaning of its in computer science case since Oxford, Longman and other dictionary have their own definition:
Oxfordcomputing) the process of getting back information that is stored on a computer:
Longman:the process of getting back information stored on a computer system
American Heritage: Computer Science The process of accessing information from memory or other storage devices.
Meriam Webster:: the techniques of storing and recovering and often disseminating recorded data especially through the use of a computerized system

We use the article "the" before French in this case because you are referring to the French people an uncountable noun.

It is likely that the word "retrieval" has more than one meaning in computer science depending on the context but in general it means to "be able to access" data or programs that you have previously stored some place in your computer.

Yes, I think retrieval could mean recovery of deleted data but it is also commonly used to mean accessing stored data (not necessarily deleted) too.

We often say "The French or the English or the Spanish etc." to refer to people who live in those countries.

Example: The French really know their wine and the English know their beer.
