Are intelligent, or is intelligent?

It depends on how you'd like to express 'population'. You have a choice:

Singular: 10% of the group is intelligent. (OK)
Plural: 10% of the inhabitants are intelligent. (OK)

2-(whole) or (all)???

I want to know this

What is the difference between compliment and complement??

I think compliment means prasing someone.(But Iam not sure.)

Also i don't know the meaning of complement.

Can anyone explain me ???

I found their meaning in my dictionary.;-)
Complement= ( v ) to make something else seem better or more attractive when combining with it.
Compliment=( v ) to praise or express admiration for someone.
