Radicalism, which is spreading these days over the region, is an existing phenomenon and the increasing influence of radical parties on the political life is tangible and real. Yet a more significant and stronger phenomenon is the release of the "sectarian devil" from the bottle in which it has been jailed as long as the dictators have ruled in the region. All of them have known well the "sectarian devil" and taken all the measures at their disposal, mainly torture cellars, in order to deal with the sectarian radicalism which does not abide by rules of either law or morale. Today, the dictators are being thrown away, one by one, and radicalism is flourishing.

I'd put a comma after 'phenomenon' (before 'and') to indicate that "is" is not going on to refer to another thing as well. If you write long sentences, the reader needs some help like this. You could consider a comma before the 'and' after the second "sectarian devil" as well, but it's not necessary as "the "sectarian devil" and taken" obviously doesn't link two things covered by the verb, while "an existing phenomenon and the increasing influence of radical parties ..." could both refer back to 'is' until the reader gets to a new verb.
