Is this correct?
With a population of fifty five point five million.

If you are asking how we say 55.5 million, then yes, it is correct.

But when you write the words it should be fifty-five point five million.

It could also be read aloud as "fifty-five and a half million".

Do you mean they'd put the number in italics? That's not a style I've observed.
If you didn't mean italics, I seem to have missed the change you've made.

Oh, thanks! I thought you were referring to the original post, and that was the one I was comparing it to.

Yes, indeed. Any number over ten is commonly written as a numeral. I agree.

However, if there was a reason you had to write the words out, "fifty-five point five" versus "fifty five point five" is definitely preferred.

No, he was pointing out that the hyphen is necessary when one writes out the words.

OP, in the rare case that you have to write out the words a speaker would use to say "55.5 million", write ​fifty-five point five million.
