[Grammar] Recent restriction on imports

1. Recent restrictions on imports ___ to a depletion of the country's oil reserves.
A) would lead
C) have led

Answer key depicts C, however A is true. When I put A, it senses because it gives a meaning of possibility. Why A is not answer?

2) Many of the pioneers ___ no information as to what difficulties they ___ once they arrived in their new land.
A) have / will face
D) had / would face

Answer key is D. Person who makes this sentence could mention about an event that could happen in the future, so A seems to be true. Why A is not answer?

In general, you can use both in both cases. However, if the book wants to teach you about certain topics, they would want you to choose only a certain answer.
