How [STRIKE]to[/STRIKE] do we/should I refer to the head of the university? Is it Rector or Vice Chancellor?

Note my corrections above. We don't start questions with "How to". In which country is the university you are referring to?

A how-to is an informal, often short, description of how to accomplish a specific task. A how-to is usually meant to help non-experts, may leave out details that are only important to experts, and may also be greatly simplified from an overall discussion of the topic.
[h=3]wikiHow - How to do anything[/h]The university is in a non native English speaking country.

Yes, but you asked a question, and emsr2d2 was showing you the correct way to ask it!

It's okay to use "how to refer to the head of the university" as a title/heading, for example; but it's not okay to use it to ask a question.

And a quick look in Google suggests that Sudan does not use terms universally- I saw one university with a rector and another with a vice-chancellor.
