After I finished a report, I have to footnote the reference which I used in my report. Is the following writing acceptable?

Definitely not.

In the first citation, you must supply all the information necessary to enable readers to find Keley's paper: in which journal was it published, and in which issue. It does not have to be locatable online, of course; a reference to a paper edition is perfectly acceptable.

The same rule applies to the second citation, obviously. I cannot tell whether or not your hyperlink satisfies the requirements because I cannot read Chinese.
