Are these two sentences correct?

On the one hand, it is very convenient to be able to catch up with what is happening in the world at any time of the day or the night, no matter where you are.

On the one hand, it is very convenient to be able to catch up with what is happening in the world at any time of the day or the night, Regardless of where you are.

The question seems to be about the words in bold, and they would both be correct if regardless didn't start with a capital letter. The sentences themselves seem to be unfinished. Beginning them with On the one hand, leaves the reader wondering what is on the other hand.
