Tom is playing with his friends. Bob wants to join and play with them but Tom doesn't want to play with Bob.

For the above situation, can I say:

1. Tom rejects Bob to join the play.
2. Tom refuses Bob to join the play.

Which of the above is correct?

Neither one is correct I'm afraid. You could say "Tom refuses to let Bob play with them".
