He says "I have never seen this report before" "I am not involved in the production of this report"

My answer:

He said he had never seen this report before and that he was not involved in its production.

Is that correct

It's correct as long as "this" report is in front of you, or equally close. Otherwise, change "this" to "the" -- assuming your audience knows the report you are talking about. The tenses are fine.
