There are a number of grammatical errors in your letter, but it is completely understandable and would do the job.

I have one question here. I never heard people use effective m [date]..normally what i hear is effective on [date]

just want to get the clarification... is it typing error or can i really use that word.

In the dictionary that i refer, m meaning

M1 (also m)
· n. (pl. Ms or M’s)
1 the thirteenth letter of the alphabet.
2 denoting the next after L in a set of items, categories, etc.
3 the Roman numeral for 1,000. [from L. mille.]

Thanks all. I just change a little bit in the draft. Is it acceptable? Actually, i want to emphasize that they need to pay my salary, but i'm not sure how. Is it ok just to state it like below. Thanks again :)

Thanks guys, here is my final draft. I forgot to put something as a collateral until they pay all my salaries.

Until I get the full payment, I will submit all assets belong to the office such as notebook, keys etc. (I want to say that I’ll keep all assets until they pay all my salaries, claims etc2)

It's not rude but I would write the last sentence as: If I do not hear by [date], I will be forced to take the matter further.

This is a less secure situation. You could face a charge of theft by not returning office property. It is not really wise to use a threat of this kind. If you must, then:

Once I have received all the moneys due to me, I shall return my set of office keys to you.
