Response to an apology. Does "That's all right" has the same meaning as "It's ok" ?

For a minor fault, like someone has stepped on my foot, and they say "I'm sorry"; I understand that "It's ok" is a common, proper reply. Can "That's all right" be used, and means exactly the same as "It's ok" in that situation?

You can say either in the United States.

Write Does X have the same meaning and Can Y be used, and does it mean...?
