The Runtime Validate Expert which accompanies the Validate Expert in the Localizer Edition and Developer/Pro Editions allows the user to carry out this process while the software is running.

I bump into runtime used this way two times and I guess runtime is different. Who can tell me what special usage runtime has and why it is captalised here? And the meaning of the first half of the sentence?

It's capitalised because it is a program on its own that is part of the various editions- you get at least two programs- Runtime Validate Expert + Validate Expert. Presumably, Runtime Validate Expert is not included in the standard or cheaper editions.

:up: Specifically 'runtime' is used here to mean 'operating while the program is running'. That is, the validation doesn't happen before or after the program runs, but at 'runtime'.
