'said and done' means, after everyone had spoken, after everything had been said, and after everything (i.e., every action) had been done to solve the problem, we finally agreed / we still disagreed.

EX: After everything was said and done, Sam still refused to come to work.

EX: Before anything is said or done, we should hold a vote.

The underlined portion functions as a subordinate clause; it's adverbial in function: It answers the question, "When?"

Structure: be said and done

be (linking verb)
said (past participle, Subject Complement: predicate adjective)
and (conjunction)
done (past participle, Subject Complement: predicate adjective)
