In the animation movie "Home on the range (Cows)," one cow suggested an idea, and another cow was mocking at her saying:

- It's a sensible idea

So the first cow said "I knew you would love it"

And then the 2nd cow kept mocking saying:

"Don't they have sarcasm where you come from?"

I don't understand that very last sentence. I've searched for idioms including the word "sarcasm" but no clue.

Can you kindly tell me what does she mean?

Another way to put what she asked - "Don't you realise I was being sarcastic?". She is asking if the cow doesn't know what sarcasm is in a cheeky way.

'They' refers to 'the people' - 'Don't the people have sarcasm where you come from?'. More clearly, you could say, 'Don't the people where you come from have sarcasm?'

It is somewhat idiomatic, as you said. People don't 'have' sarcasm, they know it. But the expression isn't anything to do with sarcasm, that is why you never found anything in your searches. Anything could replace sarcasm.
