"In the event of Security Council failing to decide a problem...the matter can be considered by General Assembly".
Is this a correct sentence? Shouldn't it have been 'Security Council's failing' rather than 'Security council failing'? Normally we say, "They dont like his going to the club'. Can we also say, "They dont like him going to the club"?
