"A window handle on the door at the back seat is seen removed in a taxi in Beijing Thursday, Nov. 1, 2012."

"Coffins are seen removed from tombs after Katrina in cemetery "

Is "seen removed" interpreted differently in those two pictures? In the first, the window handle "seen removed" is not in the picture. In the second, the coffins "seen removed" are in the picture.

There's no real difference. In the first case, it can be seen that the handle has been removed. In the second, it can be seen that the coffins have been removed.
Strictly speaking, the handle isn't seen removed, because it isn't seen at all. This would normally pass unnoticed by most native speakers (pun intended). It simply means that you can see it's been removed. Pedants like me might have rephrased it differently.
