The government said it would sell down in stages and that it did not yet know how much money it would raise, though the Nikkei business daily said proceeds could reach 7 trillion yen ($87 billion) from gradually selling a two-thirds stake.

What does "sell down" really mean here? Does it mean sell gradually?
Is the phrase "a two-thirds stake" correct?
I think it should be "a two-third stake" because "two-thirds" is used as an adjective here.

This appears to be the definition of "sell down" used in financial/business matters.
