Sentence structure

Is there are any golden rule in constructing sentences?? I always tend to write backwards.. please help.
I'm writting report and don't know what sentence is better/correct/has meaning :)
EX.:
1. Information about only two claims is available for the year of 2007.
2. For year of 2007 information about two claims available.
3. For the year of 2007 information is available only about two claims.

I would say, "For the year 2007 information is available for only two claims."

I hope I understand what it is that you are trying to say here.

Don't you need a comma? The sentence begins with a prepositional phrase.
"For the year 2007, information is available for only two claims."

I would say it is optional in this particular sentence. Is the rule really so hard and fast?
