Can we change the phrase 'He offered to carry her bag" into a sentence with the passive form of the verb (if we don't want to mention the doer of the action)?

She was offered to.... (have her bag carried for her????) ?

No. If you don't want to name the doer, say 'Somebody offered to carry her bag'.

Trying to make that passive is something native speakers wouldn't do.
