Pete,

Context is very important in making decisions about structure choice so please give as much info as you can the first time around.

Either should or would would work here given the extra info.

should - it means, "It's my opinion that no sane person wants to visit a crime ridden and polluted city".

would - it means, "how is it at all possible that any sane person wants to visit a crime ridden and polluted city".

In these types of situations where the speaker is expressing incredulity, great surprise or shock, the modal is given extra emphasis.

Why WOULD/SHOULD anyone want to ... .

I saw an article in a magazine. It is to encourage readers to go to New York City. The writer put these sentences at the beginning of the article:
Why should any tourist come to visit New York city? It is a city of crime; and the air is polluted.

But I don't know why 'should' is used here. Indeed, 'would' means intention whilst 'should' means duty.
So which one?

Does 'should' mean duty? Can you give me an example, Pete? 'should' is used to give opinions, as I noted in my previous post.

should - it means, "It's my opinion that no sane person wants to visit a crime ridden and polluted city".
