Is ten minutes singular or plural?

For example,

I will tell everyone when his or her ten minutes are up or is up.

It can be either.

If you regard "ten minutes" as a segment of time, it will be "is".

If you regard "ten minutes" as the ten discrete minutes, it will be "are".
