If it says sit in the plaza, I understand that they are inside of the plaza. And If it says sit out the plaza, I will understand that they are outside of the plaza.

What is the meaning of sit out in?

Also, Can I add ''This is'' to the sentece after comma? To illustrate, This is a family time that...

They are sitting out (not indoors) in the plaza (location).
