Would you be kind enough to tell me whether I am right with my interpretation of the expression in bold in the following sentence?
Most observers had expected not more than a slap on the hand and a warning for the British-Australian mining giant, Rio Tinto.
slap on the hand = slap on the wrist = a mild reproof
