small speech

Could anyone write to me if the warning given below in the form of a speech is correct and devoid of any grammatical errors.

I would like to inform all the students that if any student is found misbehaving, being irregular to school, performing badly in the class tests, bringing mobiles to school, coming to school in improper uniform or colour dress will be punished from this day. Please keep in mind that you and your actions are being watched by us. This is a warning to all of you. So, if any complaint is reported against any one of you, you will be punished severely or suspended or ternminated from coming to school.Start behaving like good students. I hope you will all keep this warning in your mind. We have appointed monitors for each class who will look after their classes, help us in the assembly time, lunch break and after school hours.
Monitors you are responsible to see if the students come to of their classes in the lunch break, leave the ground in a line and behave properly in the class. If there is no teacher in the class, mind the class and don't let the students come out even for drinking water. I hope you will keep your responsbility in mind or else we will appoint a new,responsible monitor.

Monitors, you are responsible for seeing that the students come to their classes after the lunch break, leave the grounds in a line and behave properly in the class. If there is no teacher in the classroom, you are responsible for keeping order. Students must not leave the room, even for drinking water. I hope you will keep your responsibilities in mind or else we will have to appoint a new, more responsible monitor.

It seems to me to be rather harsh and dictatorial. Not much there to encourage either students or monitors - no reward for good behaviour!
