Suppose the sale of ketchup to end consumers is being discussed. The ketchup is bottled, and eight bottles are packaged in a box. Consumers have to buy one whole box, not individual bottles:
"The ketchup is sold in boxes of eight bottles."
"The ketchup is sold as boxes of eight bottles."
"The ketchup is sold in eight bottles per box."
"The ketchup is sold as eight bottles per box."
Are some of them wrong?
