Can we say "somebody created a city"? Like in the past a person chose a place he named it Avalon city and then people started coming there to live. Did he "created" or "populated" or "colonized" the city?

Individuals usually 'found' a city.

So, do we need to say "There was a city that was found by a king"? If we are not talking about the individual then what do we need to say instead of "found"?

Doesn't it sound as if the cities were already there but they just mistakenly found them?

Yes, I mean he didn't build the houses but he announced a piece of land as a city and people started living there. I hope you understand what I mean here.

No. 'There was a city that was founded by a King.'

founded = established

Tufguy, the verb to found is not the past tense of to find. They are different verbs. To found is regular, so its past participle and simple past are both founded. It means to establish as a place or an organization.
