Someone has done a lot of good and unnecessary work

Hello.
Suppose someone has done a lot of good work but the work is useful to noone. Nobody takes advantage of the work.
Could I say "Someone has done a lot of good and unnecessary work" or "Someone has laboured in vain".
What is your opinion?

"Someone has labored in vain" is a common enough expression.
