In a Hollywood movie a person gave a card to the other before leaving and said "someone will be at this number night and day". What does it mean?
Does it mean if you called this phone number that is on the card somebody would answer the call no matter whether its day or night (I hope my sentence is correct. here.)?

Can "at" be used like this in reference to phone numbers?

Yes, you've understood night and day correctly.

Can "at" be used like this in reference to phone numbers?

Yes, you've just proved that it can.
