From Cambridge Online Dictionary:


"She spends a lot of money on clothes.We've just spent $1.9 million on improving our computer network.

I spent an hour at the station waiting for the train.
How long do you spend on your homework?"

So, can I assume that the correct use of "spend" is:
Spend money on something/ spend money on doing something (on is not optional)
spend time on smth
spend time doing smth

I would say you spend money on something (or someone) and spend time doing something.
