Would you be kind enough to tell me whether I am right with my interpretation of the expression in bold in the following sentence?

Many dormant branches of our organization are now springing to (active) life.

spring to life = revive, come back to life, become alive

Yes, although I don't think "spring to active life" sounds very natural. I would remove "active" and it would still mean the same.
