Hi ionutzavram,

staff = provide with staff
"This position is not always staffed"

Serve on the staff of
"The two men staff the reception desk"

staff = to be or provide the workers for an organization [↪overstaffed, understaffed]:
The centre is staffed mainly by volunteers.
A well-staffed hotel
An understaffed office
A well staffed institution

In what respect? He is not staffed up to do what could quite easily ask you to do all the term Running

Help desks are staffed by people who can either solve the problem directly or.

“Most of the loans we’re doing now are FHA because many people do not have a ...
“FHA isn’t staffed up for the volume they’re getting,”

short-staffed
having fewer than the usual or necessary number of workers [= short-handed]

to go
 1. To be taken out, as restaurant food or drink: coffee and doughnuts to go.
In your case the restaurant is well staffed but it has not complete equipment for carrying out this additional work – to give food for home.

Regards.

"Staffed up to go" means that all staff or employees were there and ready to work.

Taking into consideration the sentence following the phrase “staffed up to do”, namely, “and these boxes of cookware come in -- and all it was little plastic crap that I would be embarrassed to give anybody” I suppose with great confidence that as a matter of fact all staff or employees were there but there is no in presence the appropriate kitchen utensil and food containers (there is something wrong with it) therefore in my humble opinion the restaurant is not ready for work for this practical example.
