can u please tell me what staffed up means?

So it's a Saturday morning, and we are all staffed up to go, and these boxes of cookwarecome in -- and all it was was little plastic crap that I would be embarrassed to give anybody.

"Staffed up to go" means that all staff or employees were there and ready to work.

Taking into consideration the sentence following the phrase “staffed up to do”, namely, “and these boxes of cookware come in -- and all it was little plastic crap that I would be embarrassed to give anybody” I suppose with great confidence that as a matter of fact all staff or employees were there but there is no in presence the appropriate kitchen utensil and food containers (there is something wrong with it) therefore in my humble opinion the restaurant is not ready for work for this practical example.
