Steps or Stairs

I always thought that stairs referred to inside a building whilst steps where outside - any definite ideas or is it a choice?

steps vs. stairs
Stairs are (or a staircase is) a flight/flights of steps inside a buil­ding from one floor to the next. Outside a building we have to talk about steps.
e.g. There is a majesticflight of steps outside the palace.
e.g. Go through the hall, up the stairs and it's the first door on your right.

stairs =a set of steps

Steps can be lots of things that are not stairs: ladders or the way you put one foot in front of the other

Stairs is the overall construction of a staircase and steps are what make up the staircase
