"sth in plan" OR "sth under plan"

I wonder whether we should use "sth in plan" or "sth under plan"?
I cannot find "sth in plan" in dictionaries, but I guess it can be used.
If both of them can be used, is there any difference between them?

I don't think you should assume that everyone knows what 'sth' is.
And plan has many meanings. A scheme? A drawing?
