No, it doesn't, it means more or less the opposite.

Does it mean that, at least by British people, people from suburbs are regarded as more modern than others? As far as concerned, being modern may easierly be associated with the people from city centers.

Not exactly, it is more that people in the suburbs are perhaps considered, (rightly or wrongly), to be more prosaic, less likely to use a rich vocabulary
