"He suggested to go see a movie."

Does this sentence mean:
1-He suggested that he go see a movie (while we were doing our shopping).
2-He suggested that we go see a movie.
3-He suggested that the person(s) he was talking to go see a movie.
4-Could mean any of the above.

I wouldn't use it. I'd use a gerund or 'that'.;-)
