The ice-breakers are getting ready for the winter season (2018)

After the action to break the river ice that took place this winter, the hulls of the icebreakers underwent a temporary survey this June.

Given the sentence about breaking the river ice by the aforementioned icebreakers, I would like to ask you if the title "The ice-breakers are getting ready for the winter season" is suitable. The title referes to the winter to come (the year 2018), of course.

What do you think of my reasoning?

The operation to clear the river of ice took place this winter (2017) and the hulls of the icebreakers underwent a temporary survey this June (also in 2017).

What do you mean by "temporary survey"?
To me, a survey of an equipment is an assessment of its current condition. How could that be "temporary"?
