i think "to tackle" usually means "to handle" or "to deal with" something. but in this sentence, i can't see what they would tackle. is there other meaning of tackle in this sentence?

I agree; there should be an object after the verb "tackle", indicating what they were going to tackle. There is no other suitable meaning that I know of, and actually "tackle" is a strange word for that sentence.
