Could you please tell me how to complete such a sentence:

You rarely smoke cigarette, ________ ?

And please tell me smt. about making tag questions with the use of frequency adverbs such as never, seldom etc. (making sentence negative)

You never smoke.., do you?

Everybody never smokes, do they?

No special rule is normally applied for SELDOM, RARELY..

When the verb expresses a negative meaning, the tag is positive, like this,

You don't drive, do you?
You can't swim, can you?
You rarely swim, do you?
You scarcely seem to care, do you?
You rarely come here, do you?
You seldom get any sleep, do you?
You hardly had a chance to speak to anyone, did you?
You have never told a lie, have you?
