Can I say
a. I had tattooed my arm.
b. I had a horse tattooed on my arm.

if I had had someone else do the tattooing?

Can I say
c. I had painted a horse on my shirt.
if I had had someone else do it?

"I had tattooed my arm" doesn't suggest that someone else did it. It is the past perfect form (first person singular) of the verb "to tattoo". It means that you tattooed your own arm.

"I had my arm tattooed" makes it clear that someone else did it.
