don't know which tenses I should use.

We should have good habit since we were young OR we are young. OR
We should have good habit when we were young OR we are young.

Unfortunately, each of the sentences you provide is incorrect. Did you copy them correctly?

We should have developed good habits when we (were / are ) young.
We should have developed good habits since we (were/are) young.

'Should have' refers to the past. Therefore, the correct choice is 'were'.

We should have developed good habits when we (were / are ) young.
We should have developed good habits since we (were/are) young.
Use the first sentence, thus:
We should have developed good habits when we were young.
