Help me explain the differences in meaning between the following “I’ve been to Paris” / ”I went to Paris in 1982”

You can't use the present perfect (I have been) when you refer to a specific point in time.

If you say "I have been" it simply means something has happened at some point in the past, and is relevant somehow to the current discussion or situation.
