It never ceased to amaze him that women were attracted to Sam.
"women were attracted to Sam" here, does it mean "a lot of women were attracted to Sam"? or Does it indicate something else?

Pls help me with this, thanks a lot.

'Women' does not mean a lot of women. It could be a few, it could be many.
What else could it mean?
