How should we express the idea of the decade from 2000 to 2009? Is it 'the 2000s'?

Much discussed.

"The 2000s [ two thousands]" would match "the 1900s [nineteen hundreds]" and "the 1800s [eighteen hundreds]".

"Two thousand and ...." is the usual way to refer to a year/decade, but I have started hearing "twenty oh eight", so it is becoming the colloquial way to refer to the year in this century.
