I wish you the best of luck for your recovery

Does the sentence above convey the idea that the person whom the sentence is addressed to is in such a bad situation that he may not recover? May it be offensive?
Would I wish you all the best be better?

It might be wiser not to introduce "luck" into wishes for recovery.

I wrote that sentence in an email. Do you think the person involved may feel offended?

No. They probably won't think twice about it - but you seemed uncertain, so perhaps it will be better not to use "luck" in similar messages;-)
