It is best to get the market as early as possible because it’s going to be flooded with people. The best way would be to take the metro to Saa’adi
Station and walk to the market from there.

1)Why does the author use "would"? Is it 2nd conditional here?
2) Shouldn't we use the artile "a" before "Saa'adi Station"?

There's an implied condition, for example 'if you wanted to get there'.
Are the following correct?

"The best way could be to take the metro to Saa’adi Station and walk to the market from there."

"The best way can be to take the metro to Saa’adi Station and walk to the market from there."

In the given context, there's enough certainty in the first sentence for the second to be 'The best way is/will be to take the metro ...'
