I'm not familiar with that particular term, but we might say that a person has reached a plateau or has plateaued if he doesn't seem to be making any progress beyond a particular point. Does that seem to fit there?

I agree with Ron about "language plateau". I'll try and search for an "official" definition though. ;-)

Ron's right- it's a term used in teaching because progress is not always linear and there are stages when the student appears not to be making much progress, after which there are often big leaps forwards. ;-)
