I would like to ask you a question.
Does the sentence that starts with double asterisk mean "The contaminated water must be washed down a long distance from the hull and not allowed to run down and dry on the surface of the silicone"?

I assume the vessel is in dry dock and silicone makes up the material of the floor under the vessel.

The contaminated water must be washed the whole way off the hull

This part of the sentence could be rephrased better:

The contaminated water must be washed off the entire hull and not allowed to run down and dry on the surface of the silicone.

This sentence states you must to remove all the contaminated water from the entire hull before proceeding to the next step in the painting or repair. In the process you must also take care not to let any contamination fall onto the silicone. Probably if you did allow contamination to reach the silicone it would be damaged and have to be replaced sooner than usual.
The sentence before that one is not very good as well. I might rewrite it as follows:

Use the washing equipment to remove all debris and contamination from vertical bottom of the vessel.


I am not sure what "vertical bottom" means so I left that in the sentence. Perhaps it means the vessel should not be on its side or it does not even refer to the vessel at all?

Here is the complete instruction as I would write it (with the understanding I may have interpreted "vertical bottom" wrong)

Use the washing equipment to remove all debris and contamination from vertical bottom of the vessel. The contaminated water must be washed off the entire hull and not allowed to run down and dry on the surface of the silicone.

I don't think I missed anything.
