1) The time limit for the pizza delivery is 40 minutes. The customer received the pizza at the time limit mark but he insisted that I was late. (Not sure if I can use the word mark).
2) The department do not have proper procedure and timeline for processing the application.
3) The department do not process the application according to a standard operating procedure and there is no time line for them to follow.


Are the above sentences correct? If no, can somebody teach me how to correct it? Thanks :-D

1. I would say that "the customer received the pizza right at the time limit, but..."
2 and 3. "Department does not" in AmE. Otherwise OK.
