In the following sentence, why an auxiliary verb is not used in the passive form.
AIDS, Tuberculosis and Malaria: (2001) The Global Fund to fight AIDS, Tuberculosis and Malaria, a new partnership and funding mechanism initially hosted by WHO, is created in collaboration with other UN agencies and major donor.

Shouldn't be as the following,

AIDS, Tuberculosis and Malaria: (2001) The Global Fund to fight AIDS, Tuberculosis and Malaria, a new partnership and funding mechanism IS initially hosted by WHO, is created in collaboration with other UN agencies and major donors.

No, if you remove the parenthetical description "a new partnership and funding mechanism initially hosted by WHO", you get "The Global Fund to fight AIDS, Tuberculosis and Malaria is created in collaboration with other UN agencies and major donors."
The auxiliary verb is present; you don't need another one.

Also: "Why is an auxiliary verb not used in the passive form?" or "Why isn't an auxiliary verb used in the passive form?"
